Internet Telephony licensing per current Indian law:

The Adapters promoted by INDENT are being developed and manufactured by SIPURA technologies. The technology being used is widely accepted and uses the most popular SIP 2.0 (Session Initiation Protocol) Codec g711U (aka PCMU). This protocol is legal in view of current Indian Internet Telephony Licensing Agreement per Telecom Regulatory Authority of India [TRAI], refer the section 1.14.1 (c) per the ISP license [including Internet Telephony]. Per the above ISP license, these adapters are allowed to be used over the public (unmanaged) or private (managed) internet service and it shall work over the specific IP address assigned to the adapter.
